My assumption: many baseball teams hold promotional events wherein members of the MLB-sponsored "little league" are allowed to go onto the field and replace a base between innings during a game. They get to keep the base as a thankyou for whatever volunteer/exceptional academics/whatever. These two girls are just such members, and are sisters/friends playfully fighting over who gets to take/replace the base.

Also they're Padres fans. They literally have nothing more exciting to do.
