In my current game (which is nearing the finish) I have been a naughty warmonger since I got my first SOTL, and have been in the tech lead pretty much since I captured my first couple of enemy cities. Now I forgot to click Espionage on again for this game so perhaps that will explain it, but (and this is absolutely no exaggeration) for the last goodness knows how many turns there has always been at least one new RA being signed amongst the AI civs every turn and often multiple. I can't remember seeing such a massive amount of RAs in any previous game. But it isn't going to help much because I'm within perhaps 20 turns max of Dom victory and no-one else is remotely close to a VC.
(G&K) I've never seen so many RAs...
