Wow, we settle cities in a very different way.
Your description is typical of one of my cities... the ninth one, the one that has trouble getting a single GA out .
All of my cities have 2 food resources, very few exceptions.

I don't settle cities. The AI does
But seriously, I normally settle like you. I look for 2 food. It's just how this game played out. I didn't have time to try another map.
Actually the 9th city had no trouble getting out a GA (fish/wet rice).
I had so little food this game that I even tried to force a GArtist out of cities with only 2 FPs! That's enough for 4 artists (with Mercantilism). That's 42 GPPpt during your golden ages. To do this, I get theaters out early so I can run 2 artists during the slavery age. Ideally, these cities aim to produce GP #9 or #10 because of the GPP doubling on GP #11.
I love how when I hear about bits of your games, my gut tells me "That guy is so lucky!!!" Then my brain takes a moment and realizes how masterfully you see every weakness and exploit it so well and realize it can't be luck!
Spoiler:
It has to be cheating!! Is using The Force really cheating?
DeGaulle is really susceptible to the force.
Luckily, I could also wave my hand in front of Peter an turn his stack around. That actually did feel like using the force. In the old days, I would have just given up with a stack coming at my warrior and chariot.
