I really hope this isn't just happening to me, i couldn't find any other threads about it though. So imagine this- it has happened to me many times- you're playing a rather successful game, maybe even on a high difficulty. You just recently ended a war, and have obtained an enemies city. Realizing that might not be the best city for you, you trade it away to a friendly civ, and then- all of a sudden- its asking you to choose a production. You click on it many times to no avail, and figure out the game is unplayable. This has happened to me many times, only through peace trades though. Please help!

That's a bug that has been reported years ago and still hasn't been fixed.

The only solution is to load a previous game save. This time, before you trade it, set something (anything) in the production queue. Problem solved. It's annoying, especially if you have to redo a turn or two, but not the end of the world.
