Game Breaking World Congress Bug

Just as I was about to win a game, the World Congress was called, but the last major resolution to vote on did not appear. I could not allocate votes and there was no option to not vote. After several hours of playing and seeking a hard fought victory, I had to abandon my game!!! Truly very disappointing! I could not place votes for any resolution.....the option to end the World Congress did not come....so the entire game had to be aborted. Has anyone else encountered this bug?
BTW this happened in the Future Era. I was playing as France and pursuing a science victory. I would have won in about 10 turns

You don't have to abandone your game. You can press shft+enter to force end your turn (even without voting).
