Well, i think the screenshots explain it all, the game options are not displayed completely. The "Other"-tab is also empty, i just didnt maka a screenshot of yet another empty tab 
In Civ4 Vanilla everything is fine, this happens in BTS only.
Additional note:
This happens on both my computers, an Intel/ATI notebook with WinXP and my AMD/nVidia desktop with Win2k.
On both systems i reinstalled Civ4 from scratch.
Uninstall (except the savegames) -> Install Civ4 Vanilla -> Patch to 1.74 via the inGame updater -> Install BTS
The bug is there... always
I suspect this is the same bug which breaks advanced starts and therefore the "Defense"-mod for me -> http://forums.civfanatics.com/showthread.php?t=233715
