I just uploaded all the patches to the SGO server. You can find links to them on the <a href="http://www.civfanatics.com/civ2downloads.shtml">Civ2 Downloads Collection</a> page.
Microprose appararently renamed all the patches to lower case, that's why those links in the Microprose tech support sections are broken.
