GameSpy for ModBuddy?

Looking through the manual, I came across this for ModBuddy:

To upload a mod, you must have a Gamespy account. ModBuddy will prompt you for pre-existing account information, or walk you through the steps required if you need to makeone. Gamespy accounts are free.

I was under the impression everything was done through Steamworks, so I was rather surprised to see this. Is this in error, or is GameSpy the ModBuddy host?

I recall a while back CanuckSoldier mentioning something about GameSpy hooks present in Civ5, so perhaps this explains it.

Steam has absolutely nothing to do with mods in Civ V.

We use Gamespy servers to host the mods on the mod hub, which is why you'll need a Gamespy account to upload mods to it. Only modders will need one; you do not need an account to download mods.

But can this be avoided ? Can Modders just post links to there mods and we download directly from like Megauploaded or Moddb or something like with other games?

In ModBuddy go in the Tools tab and then Online Services. From there it's pretty straight forward.
