Gandhi's starting bias always starts him near uranium.

    Gandhi IMO is one of the hardest civs to play with starting biases enabled. He always seems to spawn his capitol in barren land with few meaningful ties for use, and is heavily dependent on early expansion. If you survive early game with him though, one thing I've noticed is Gandhi ALWAYS spawns next to uranium deposits.

    Considering Ada Lovelace is a renaissance great person that can give the Eureka moment for computers, and that the achievements in the game are quite... difficult but hilarious (i.e. Pizza Party)...

    I think it's safe to say Firaxis has a sense of humor.

    Also, where are you finding what the start biases are?
    Or are you just deducing this from playing as Ghandi?

    thanks for the info. Could you please explain what does the tier number mean? I assume tier 1 terrain coast for Lisbon probably means that it MUST spawn on coast, is that correct? What about higher numbers? The higher the number the less is the probability of a certain terrain?

    I think you are reading that correctly, but you might need to dig into the map scripting Lua files (I have not) to verify. It's possible that modders in the Creation & Customization forum have figured that out, since understanding proper working of start bias is likely to be important for the design of new civs/leaders and TSL maps, etc.

    The file posted, shows extra weight for location selection, the game has default placement rules, that this list modifies. Not sure what default is, but it seems to include river(Low Priority), luxury and some bonus resources (Last two seems to be required).

    Norway/England's start bias is pure evil, it pulls the civ off rivers way to much.

    Well without coast you won't be able to build early longships or royal navy dockyards so that's not necessarily a bad thing

    Though of course the best would be to start coastal and with a river
