Could you please remove formatting of previous posters so there aren't four civs confusingly marked in various colours and fonts? Thanks ;)

1. Alexander - To The World's End [24]

37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [25-3=22]
41. Tomyris - Killer of Cyrus [28]
42. Trajan - Trajan's Column [22]
43. Victoria - Pax Britannica [9]

Australia - wonderful ability for feeling safe, it gives you exactly what you need after being attacked, you may focus less of building deterring force because you know you will build it very fast anyway. And on top of that manipulating liberation part to boost your industry...

America - Why on Earth is this so high? Yes +5 strength (standard bonus) on your continent is nice, as is appeal bonus. Regarding RR, I don't think additional unique units should count in this thread as they were counted in unit thread separatedly. Overall... Why is it so high? It doesn't even change gameplay style significantly.

35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [22]
41. Tomyris - Killer of Cyrus [25] (28-3) --- Yeah, there's always those religious victories but I'm going to downvote this anyway post cav nerf.
42. Trajan - Trajan's Column [23] (22+1) --- Was going to downvote this, but anything that gets me to a 2 promoted culture Pingala faster (which gets me to a 3 promoted science Pingala faster) while saving me money to keep a minimal garrison until I need to buy units when/if they become necessary gets at least 1 vote from me. Edit: In the end though (on deity at least where the AI's have allot of gold), it's just a free a monument and you can buy it with little to no effort.

43. Victoria - Pax Britannica [9]

3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [19]
6. Cyrus - Fall of Babylon [19]
7. Dido - Founder of Carthage [2] (2+1) Gonna give a breath of life to this one. Faster district construction in your Government Plaza city (aka Settler spam city) is always helpful, you get 2 trade route slots in the early game and other 2 later in the game. Moving capital onto a small distant city on a continet other than all your other cities with Magnus chops is feasible and gives you a lot of bonuses via policy cards and the Casa wonder if you are lucky. This ability not only helps you in the early game, but also during the whole course. And it is powerful as hell.
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [22]
19. John Curtin - Citadel of Civilization [22]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [9] (12-3) Should have been gone by now. England's and Phoenicia's trade route slots are probably better unless you snowball very hard. And Mali has better means of generating gold than this.
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [27]
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [29]

42. Trajan - Trajan's Column [23]
43. Victoria - Pax Britannica [9]

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20] = 19 + 1. I think Chandra's ability is just better than Cyrus' ability. Both get extra movement but Chandra gets extra attack and less grievances. Cyrus gets more loyalty but also more grievances due to it being a formal war penalty which partially offsets the loyalty bonus. Extra grievances also means worse relations with AI. The only outright benefit Cyrus has is he can declare on anyone at any time. Chandra has to wait until the classical era (hardly a wait) and can only attack civs he neighbors (which is who you generally want to attack anyways).
6. Cyrus - Fall of Babylon [16] = 19 - 3. See above.
7. Dido - Founder of Carthage [2]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [22]
19. John Curtin - Citadel of Civilization [22]
20. Kristina - Minerva of the North [25]

43. Victoria - Pax Britannica [9]

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [16]
7. Dido - Founder of Carthage [2]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [23] (22+1) the production bonus alone makes this a great ability
19. John Curtin - Citadel of Civilization [22]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [9]
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [27]
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [29]
35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [19] (22-3) a handful of okay bonuses doesn't quite put it in the top twenty (now if the rough rider didn't have to be hard built, I might reconsider)
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]
43. Victoria - Pax Britannica [9]

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [16]
7. Dido - Founder of Carthage [3] (2+1) Allows for some fun plays using colonial policy cards when you move your capital to another continent. District building bonus and trade routes are also nice. Overall not the greatest ability but shouldn't be eliminated yet.
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [23]
19. John Curtin - Citadel of Civilization [22]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [6] (9-3) This can be decent and I like more trade routes, but I think this is the worst out of Dido and Victoria's trade-route-granting abilities.
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [27]
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [29]
35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [19]
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]
43. Victoria - Pax Britannica [9]

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [16]
7. Dido - Founder of Carthage [3]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [24] (23+1) I'd like to give this a shout out, as Japan is one of my favorites and this all purpose ability is part of the reason. Building TSs in half the time is great for culture, science, and military games alike. Helps get the adjacency bonus for all your districts that much quicker. Encampment is limited to conquest games, but still useful for getting the GG points rolling faster. Holy sites for religious games obviously, or, if you'd like to build up a faith economy and do the OP monumentality golden age thing that wrecks Deity, getting these at half price is nice. Extra combat strength on the coast is situational, but very welcome in continents maps (which is what I usually play) when one can actually take advantage. Not necessarily top 10, but better than some of what's left without question.
19. John Curtin - Citadel of Civilization [22]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [6]
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [27]
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [29]
35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [19]
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]
43. Victoria - Pax Britannica [6] (9-3) Pretty limited given the new (and much improved) map scripting. Sure, you can start on a continent split and get something almost immediately. So that's 1 free melee and trade capacity for the game. Perhaps another later on if you're lucky. Free boat? No thanks. Redcoats were nice in vanilla but fell victim to the butchering. Looking forward to trying England in a few weeks after the patch, but not because of this ability.

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [16]
7. Dido - Founder of Carthage [3]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [24]
19. John Curtin - Citadel of Civilization [22]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [6]
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani 28 [27+1] I have had +16 attack bonus on my units before and this allows a prudent Aztec player to keep a few eagle warriors around the whole game to capture a few extra builders.
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor 26 [29-3] Civs that can pump out faith get more worker charges than what China does based on economy of scale. This is probably the most overrated ability
35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [19]
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]
43. Victoria - Pax Britannica [6]

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [16]
7. Dido - Founder of Carthage [3]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [24]
19. John Curtin - Citadel of Civilization [23] (22+1) what 10 turn bonuses should be: Easy to activate and very powerful. You Will get declared upon, and if not, it's fun to goad the AI into doing so. 100% production is so flexible and you can build anything.
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [6]
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani 28
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [19]
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]
43. Victoria - Pax Britannica [3] (6-3) The colonial game in Civ VI isn't quite there. You're limited to the amount of continents, so there's only a few free melee units you can get. The free naval for every RNDY is pretty nice, but the competition in this elimination game is getting fierce since there's a lot of better options.

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [16]
7. Dido - Founder of Carthage [3]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [24]
19. John Curtin - Citadel of Civilization [23]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [6]
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [29] (28 + 1) Stronger units, happier cities, and more workers are always a plus.
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [16] (19 - 3) Definitely a good ability that can help with you military and cultural ambitions. I just don't think its quite as impressive as some of the others on this list and I'm not sure who should go next.
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]
43. Victoria - Pax Britannica [3]

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [17] 16+1 Super easy requirements to pull off, which can always be done (except on canada lol) providing +2 movement. Bonus to loyalty, reduction of war weariness, and occupied cities don't lose yields? That loyalty also helps when pushing in the early game too when pops may be too low to hold onto a city without a bonus like that. This is an amazing early game war ability, when war is very profitable. I like this more then Chandragupta's because it has fewer requirements, and has a lower opportunity cost to me.
7. Dido - Founder of Carthage [3]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [24]
19. John Curtin - Citadel of Civilization [23]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [6]
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [29]
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [16]
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]
43. Victoria - Pax Britannica ELIMINATED [3-3] Between Dido and her ability, I feel like Vic's here is harder to pull off and weaker, so should go first. Extra trade routes and units are nice, but the investment is often counter to optimal play imo. At least with dido I am almost always getting a government plaza anyways, so the four trade routes are guaranteed.

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [17]
7. Dido - Founder of Carthage [3]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [30] (29+1) Leaving in the broken plundering ability was a stroke of brilliance and turned Norway from joke tier to amazing in one fell swoop. Also, it might just be me, but I love the ability to coastal raid villages off in the middle of nowhere and get all the eureka's and such that I'd normally say I'll send a unit there later and then forget about, ditto with clearing all the ice barbarians that always pop up. So this deserves at least one upvote from me before it's all said and done.
16. Hojo Tokimune - Divine Wind [24]
19. John Curtin - Citadel of Civilization [23]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [3] (6-3) I agree that this is worse than Cleo or Dido's abilities.
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [29]
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of Faith [14]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [16]
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [17]
7. Dido - Founder of Carthage [3]

13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [29]
16. Hojo Tokimune - Divine Wind [24]
19. John Curtin - Citadel of Civilization [23]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [7=6+1] Mansa Musa's leader ability is "International Trade Routes gain +1 Gold for every flat Desert tile in the sending city. Entering a Golden Age permanently grants +1 Trade Route capacity", a good enough leader ability, nothing related with reduced production. So it shall be ranked highly.
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [29]
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of Faith [11=14-3] Saladin's leader abiliy is "The Worship building for the Religion founded by your civ can be purchased at 10% of the usual Faith cost, and grants Arabian cities with it +10% Science, Faith, and Culture", this is too bad, if you don't play Arabia you may not find yourself founding a religion, making the leader ability useless.
Even if you play Arabia you have to construct a Holy Site, build a shrine and temple to activate this ability, still not very useful.

Righteousness of Faith< 0 cost free worship building < +3 faith and +2 science for each Holy Site with shrine and temple < Choral Music.

So Righteousness of Faith<< Choral Music even if you manage to found a religion

37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [16]

24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [30] [29+1] True Luxury Resources with multiple --consecutive-- impacts on two important variables buffing; Amenity & Combat Strength .. that sticks through.

First time participating in one of these hope I have done this correctly...

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [17]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [30]
16. Hojo Tokimune - Divine Wind [24]
19. John Curtin - Citadel of Civilization [23]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [4]
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [30]
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of Faith [8=11-3] While GS increased the value of religion / faith play significantly, it is still the least sought after win condition by a long stretch. It's just lackluster.
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [17=16+1] Beg to differ naysayers, early game bonuses are where its at in Civ all the time, and +5 home continent makes home continent so much more controllable, especially useful at higher difficulties.
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [23]

This Thread just voted out the two S-Tier leaders early. Kinda strange to vote them out early but makes the last few rounds a bit more interesting.

1. Alexander - To The World's End [24]
3. Catherine - Catherine's Flying Squadron [21]
4. Chandragupta - Arthashastra - [20]
6. Cyrus - Fall of Babylon [17]
13. Gitarja - Exalted Goddess of the Three Worlds [14]
15. Harald Hardrada - Thunderbolt of the North [30]
16. Hojo Tokimune - Divine Wind [24]
19. John Curtin - Citadel of Civilization [23]
20. Kristina - Minerva of the North [25]
23. Mansa Musa - Sahel Merchants [4]
24. Matthias Corvinus - Raven King [26]
25. Montezuma - Gifts for the Tlatoani [31]30+1 Probably the strongest Dom ability. Especially getting better the greater the map the more luxury resources avaiable. Good Early great late game ability. Also makes you really hunt them luxury resources and discourages just to trade for them. Changes up your game plan ergo gets a vote from me.
29. Pericles - Surrounded by Glory [24]
33. Qin Shi Huang - The First Emperor [26]
35. Saladin - Righteousness of Faith [8]
37. Suleiman - Grand Vizier [23]
38. Shaka - Amabutho [22]
40. Teddy Roosevelt - Roosevelt Corollary [17]
41. Tomyris - Killer of Cyrus [25]
42. Trajan - Trajan's Column [20] 23-3 Feels like a flat cutlure bonus. Really strong early but falls of fast and doesn't do anything late game, still quite strong but also not really changing up your game plan.
