26. Mvemba a Nzinga - Religious Convert [6] = 5 + 1 I'll give this poor guy an upvote. There are so many other bad abilities here that do not synergize well with the rest of the Civ, or that are just bad. People hate religion so much but downvote an ability because it locks them out of religion? I'm honestly confused. Being granted Apostles is the only way outside of dumb luck (goody huts or Kandy) for Kongo to generate Relics, and if they didn't have the no-Religion malus then their massive Relic bonus would have to go. This was fun, or at least interesting, design all the way back in Vanilla.
27. Pachacuti - Qhapaq Nañ [20]
28. Pedro II - Magnanminous [20]
29. Pericles - Surrounded by Glory [21]
30. Peter - The Grand Embassy [17] 20 - 3 I love Russia. I hate this ability. Catch-up mechanics I generally despise, even if it's historically flavorful. It should be a neutral bonus, not one that depends on you being *behind*. Plus, it is self defeating. The more it helps you, the weaker it gets. It's an oxymoron of itself. Half the time (or more) it does absolutely nothing.

28. Pedro II - Magnanminous [20]
29. Pericles - Surrounded by Glory [21]
30. Peter - The Grand Embassy [14] 17 - 3 This is worse than Wilhelmina. Wilhelmina at least guarantees little culture at some point because AIs like international routes (I am not sure if it works with city states too). Peter's bonus gives completely nothing. 99% times my first route is internal (remaining 1 is sometimes Egypt or Cree) and when I am able to send the second, there is noone advanced enough to give me any yield greater than +1/+1 (deity), which is still worse what I can get from internal routes at this stage. This ability defnitely doesn't work and I cannot recall any Russia game I received even a single science or culture from it. It should definitely be eliminated before Wilhelmina, simply because 0 is less than little. And I am pretty amazed there were so many people who prefer zero over a little, Maybe they forgot Peter is on the list?

26. Mvemba a Nzinga - Religious Convert 4 (3 + 1). Poor Kongo. Won't survive longer than two more downvotes, but at least I've given him one upvote. Looking at the idea behind the thread, 'Which ones synergize well with their civ? Which are OP or useful? Which are weak or ineffective? Which do you enjoy? Which have good synergies with the other abilities of the civ?Which are historically fitting', being OP is only one aspect of it. And I'd say playing as Kongo allows for such a unique playstyle few others can give (such as Maori). It also synergises well with their civ and its abilities. Isn't the BEST, not by a long shot. But second-worst? Really?
27. Pachacuti - Qhapaq Nañ [20]
28. Pedro II - Magnanminous [20]
29. Pericles - Surrounded by Glory [21]
30. Peter - The Grand Embassy 11 (14 - 3). Only useful at higher difficulties where you lag behind. Even then, the bonus is really negligible. If you're playing Deity, you'd want to be almost caught up by the time you have 4 trade routes (for the Medieval Faires inspiration). The ability is antithetical to the goal because to achieve any victory you'd want to be ahead. But being ahead makes this bonus literally useless

21. Kupe - Kupe's Voyage [21] (20 + 1) Bonus points for originality. I like the flexibility to choose your Capital's location. Free Builder on Capital City is also nice.

24. Matthias Corvinus - Raven King [22]
25. Montezuma - Gifts for the Tlatoani [20]
26. Mvemba a Nzinga - Religious Convert [1] (4 - 3) It is actually a penalty, not a bonus. Completely locks you out of a victory path. Kongo is a good civ, but this is its worst component by far.

11. Genghis Khan - Mongol Horde [20]
12. Gilgamesh - Adventures With Enkidu [17] (20-3) This one... it doesn't even include receiving the bonus when clearing a barb camp. On its own very useless; if you have an ally surely you are not playing a domination game to begin with. AI doesn't pillage much in my exp--they just go straight for the city in recent patches, so its more about you sharing you pillage rewards with AI than them with you.

40. Teddy Roosevelt - Roosevelt Corollary [21]
41. Tomyris - Killer of Cyrus [20]
42. Trajan - Trajan's Column [22] (21+1) This is just so strong early. Your early empire kicks off much more easily and you can spend your production elsewhere. Extra tiles from the culture always useful.
43. Victoria - Pax Britannica [20]
44. Wilfrid Laurier - The Last Best West [20]

A comment about Kongo; their leader UA is weak compared to civ UA, but it is by no means useless; people are simply unimaginative.
For one thing, you get free 4-move explorers which move on a different layer at the very worst.
Next is heathen conversion... this is a life saver early game (you will have apostles faster than anyone else in the game, on deity) and can net you 10+ units for one apostle if you play things right (since religious units move on a different layer you can get at most 7 units in one conversion).
Indulgence vendor is 300 gold for free if you use it immediately on a newly founded city (200, if you want to keep him around for the relic later)
Martyr is self explanatory, and usually you will get one apostle with this promotion out of the first 4-5 you get.

Additionally, I use apostles all the time to loyalty-flip cities (combos well with your tall cities)--changing an AI's city's religion from the one they founded is a huge difference in loyalty and may make a difference between a city flipping in 99 turns to ~15 turns.

Moreover, people forget that you can get bonuses such as pilgrimage (the strongest one) or tithe (although Kongo is plenty rich already) if you happen to get lucky to have that religion be the majority (not always something you can control though, so this bonus is not consistent...). Still, on deity AIs spread very well and you can get almost ~50-100 fpt for "free" with pilgrimage.

8. Eleanor of Aquitaine - Court of Love [22] (21 + 1) Any leader that can lead 2 civs is twice as good as any other leader right? Should be the default champion.
9. Frederick Barbarossa - Holy Roman Empire [17]
10. Gandhi - Satyagraha [17] (20 - 3) +5 faith is a lot but this ability is very hard to maintain and getting the achievement is not easy either because its not just at war with you its at war with anyone so if you have any warmonger leaders in your game they can make this bonus very weak. If they are a war with someone who has a religion and they have a religion that's +10 faith you don't get. IF it was just about you being peaceful then it would be better.

30. Peter - The Grand Embassy [11-3=8] - Russia is one of the best Civs there are in the game. Fun and unique. But this plays barely any role in it. Lavras and Mother Russia are what makes Russia strong. This pales in comparison to them, especially when it can often yield you nothing.

29. Pericles - Surrounded by Glory [21]
30. Peter - The Grand Embassy [6=5+1] I'm not saying this is a great ability at all, but I think there's a couple abilities weaker than this still. This is stronger than most people think. It's based on the number of techs/civics, not your science/culture per turn! You could literally be producing more science in the game than anyone and STILL get extra science in trade routes. This is perfect when you are beelining Reformed Church to unlock Theocracy or Military Science for Cossacks. Finally, it's wonderful in deity games. You spend the first half of deity behind the AI whether you like it or not. How about some bonus culture and science on top of that?
31. Philip II - El Escorial [20]
32. Poundmaker - Favorable Terms [20]
33. Qin Shi Huang - The First Emperor 24
34. Robert the Bruce - Bannockburn [14=17-3] This should absolutely go before Peter. I'd rather get a little science and culture from trade routes vs. a non-existent ability. The problem with Robert is that his ability is way too hard to trigger. I've played several games as Scotland and never had a chance to use this ability. So what's the point of even having it? I've even tried, building my alliances up and looking for opportunities. And even if you unlock his casus belli, you just get a lazy ripoff of John Curtain and Cyrus. This just needs a total revamp.

I think Khmer LA is marginally even worse than Peter's. At least on highest dirficulty levels Grand Embassy can give you that +1 science and culture for a while. But Monasteries of the King? +2 food +1 housing only for holy site and only near river? How often do you build several river holy sities in your empire? How much does it give you again in practice, eventually mid game 1 pop more in at most three cities in your empire? Khmer are by far the worst civ on the game, the only civ whose every ability is almost useless. Pls Firaxis just redesign them completely.

Grand Vizier - Ottomans get additional governor with 5 good abilities unique only for them. One of those abilities completely disables civ's loyalty pressure against you. AND the same ability gives them Janissary, one of the best units in game. Grand Vizier imo should be in top 10 leader abilities.

18. Jayavarman VII - Monasteries of the King 14 = 17 - 3 have to agree with the above poster. This is slightly worse than Russia's ability. Though Russia's ability is indeed bad in that it's only viable on higher difficulties. This one may not be viable on certain map types and is map dependent.

33. Qin Shi Huang - The First Emperor [25] (24+1) This one is an absolute blast in the first two eras as you rush build as many wonders as you can, but that extra builder charge will serve you well throughout the whole game. The rest of China's kit is pretty mediocre, so this is what makes the Civ in my eyes.
34. Robert the Bruce - Bannockburn [11] (14-3) I had a good time with Scotland, but I also got literally no use from this ability. Scotland's all about Scottish Enlightenment IMO.

Blitzkrieg nearby cities which have different religions, spread the new religion, which adds amenities to help counter any war weariness, and declare war on the next civ foolish enough to settle near you.

30. Peter - The Grand Embassy [4] (3+1) Going to toss this one upvote purely because I agree that it shouldn't go before Scotland's ability. I prefer something over nothing. Edit: I also think Kmart makes a good point that the catch up allows you to beeline things that would otherwise carry too stiff a penalty.

16. Hojo Tokimune - Divine Wind [21] (20+1) Kind of a grab bag of many different abilies, I'm mainly upvoting it for the 50% production bonus as it allows really early districts. Never used the hurricane buff from Gathering storm so far even though the historic aspect from japan and mongolia is kinda neat.
