23. Mansa Musa - Sahel Merchants [16] (15+1) This is easily a top ten ability if you actually utilize it properly. It isn't hard to get a city with lots of desert tiles with which you can get over +15 additional gold per trade route. All you need is one city with lots of flat desert tiles since this utilizes the sending city, so you just need to send all your trade routes from that one city. Also the extra trade routes from golden ages means you'll have at least a few extra trade route slots throughout the game, which with this ability become super charged gold generating trade routes. Wasting your trade routes on internal trade routes to make up for the production malus makes no sense when the whole point of the Civ is to focus on gold and faith to buy most things. You'll only need internal trade routes early game when you're gold economy isn't set up yet, and you'll still have to manually produce some units to protect yourself.

Definitely great and fun, but: 1) one extra charge can be replaced by a governor title or a wonder. Always great to have one more for sure but eventually, if you have a great economy (gold or faith), you can purchase all the builders that you need. Useful for science, but less for other victories, and spamming great wall is not that useful. 2) The wonders building is also nice, but there are a limited # of useful wonders early game (oracle, pyramid) and these are honestly achievable even at harder difficulty without the charges. The only one i'd say really benefit from it is the Apadana, which is quite hard to get now. Overall it is definitely a good and interesting bonus but not sure it should win (like last time if i remember properly? or was it Trajan..)

2. Amanitore - Kandake of Meroe [6] Kandake of Meroe translated means queen of Nubia. So her abilities name is literaly her job describition. Fireaxis put as much thought into her abilties name as into the ability itself. She doesn't get huge adjacencies or gets encouraged to build certain districts. She would always prefer to build on non-desert tiles with exactly one desert tile next to her city center. All that for a 10% cost reduction. I like her archers though and they really make her a top tier domination civ. I just don't see her beeing relevant in any other aspect of game.

16. Hojo Tokimune - Divine Wind [20] = 23-3 A 50% production boost does not mean it takes 50% less time to construct the districts. Instead, it means every point of production that goes towards the districts is worth 1.5 each. That cuts production time by a third and not half. For that you would need a 100% production boost. Downvoting this ability on the failed understanding of people on how +production bonuses work. I like the abilities and think this should definitly stay longer that Amanitore Queen of Nubia with her Ability Queen of Nubia and yes I do not like chai tea.

This bonus is good because Korea have the science output to abuse the hell out of Pingala, but its scope is limited to a handful of large cities. it is precisely uninspired bonuses such as this one that make them a very boring civ to play.

Tomyris - Killer of Cyrus [24] (23 + 1) I'm not sure if it's been mentioned but Killer of Cyrus works with religious units, which effectively gives Scythia the best theological combat in the entire game. The religious game is so tedious for most Civs, but not for the Scythians. Free healing without wasting Guru charges smothers out rival religions pretty quickly when you assault their Holy Cities with Apostle spam. This comes in addition to the obvious Domination advantages, where they'll beat any generic Civ with equal numbers.. This LUA turns Scythia into more than just another one trick pony.

I'm starting to realize many Civ players don't manage their policies very well or know what amazing policies exist in the military tier. This allows you to always slot the production card for whatever unit types you are building AND keep your loyalty, amenity, or gold policy in place while you stomp your neighbor in the early game in Oligarchy. That alone is better than half the board.

Knowing how to manage policies makes this useless, because whenever you're done building your army you can just swap out that card for one you actually use during war. Also, city-state attack bonus is nice if you spawn near one for easy conquest, but not very useful after that.

Gorgo: that bonus culture doesn't make that much of a difference.

Jadwiga: relics and holy site bonus are meh, but goddamn that culture bomb conversion. Polish UA makes you culture bomb from forts and encampments do you can overcome every border city with settling nearby, putting a border fort and voila, instant conversion. And you have several different ways of culture bombs, to ensure all your neighbors borders are screwed, as are their religions.

It's better than some others remaining. CS bonuses do fall off since the walled CS update.

8. Eleanor of Aquitaine - Court of Love [16] = 15 + 1. For those saying this isn't good for achieving a cultural victory, I disagree. This adds cities to your empire. More cities means more theater districts. More theater districts means more GWAM, more great works, and thus more tourism. Not only that but taking cities away from your opponents means they generate less culture, which lowers the number of tourists you need to win. You typically won't be able to win domination victory on most maps, but if the game lasts long enough (and they usually don't. I have to actively try to NOT win a cultural victory to do this) you can always mass Indie Rock bands and flip all the capital cities on the same turn for a cheesy domination victory.

I particularly like to run logistics and the lower maintenance cards later in the game, and in the early game you get even more benefit. Doesn't deserve elimination yet.
