First Citizen of Rome
History:
The elderly man cleared his throat, the children quickly fell quiet,
200 years ago, the Roman Empire was falling apart, especially in the West as Barbarians launch never ending border raids. The Huns and other tribes have even managed to wreak havoc and chaos deep in Roman held Gaul, but they never did march to Rome, until the Gothic invasion. The Barbarian Wars began when the Goths invaded around Dacia, this invasion was supported, not purposely, by the raids of the Huns and Britons, the Legions were overwhelmed and the Eastern Legions attempted to assist, only to be defeated at Heraclious. The Gothic army marched towards Rome, sacking and burning Ravenna and Pomonia. The Roman Emperor, young Romulus sent out an call to arms around Italy and veterans sprang up eager for another fight. Ten Veteran Legions were mobilized and sent to Rome, 2 Sicilian Legions sailed from Sicily to Rome and 5 Gallic Legions from the Spanish border boarded the ships. As 300,000 Goths descended on Rome, the outnumbered Veterans could only watch as the Goths surrounded Rome and cut her off from vital supplies, but the Legions got their fight as the Legions from Gaul arrived. Twenty Legions, numbering 120,000 men plus auxileries marched south from the Po Valley, they met and engaged a Gothic Advance force at Carrhae and in the most largest battle ever fought in Italy, totaling 240,000 soldiers the number quickly escalated to 400,000 as Gothic reinforcements from Rome arrived, but under the command of General Gneaus Arelius the Legions trapped the Gothic numbers and forced them to fight on even terms, resulting in a resounding Roman Victory. The Goths surrendered and were annihiliated, after such a resounding victory, the Barbarian Wars quickly ended as the remaining barbarians sued for peace and forgiveness, those who did not recieved the full brunt of Rome as they marched across the Danube river and conquered the rest of Germania.
When Romulus turned 47, the Eastern Empire launched a campiagn to crush the Parthians once and for all, the Emperor of the East, Maxian asked for Western Legions to assist. Romulus accepted and 20 Legions marched to the East. After 15 years of bloody fighting, the Parthians were at last humbled and assimiliated into the Eastern Empire, Romulus recieved a wealthy reward for his assistance in the war. But his Legions could not return home, during the war the Persian jumped on the chance to attack a weak Eastern Empire, this surprise attack resulted in the start of the Eastern Wars. The Persians were initially repulsed by the superior Eastern defenses, but slow reinforcement and recruitment efforts resulted in bloodied Legions not being fully manned and as a result they were finally overrun. As the Parthian war wound down, Romulus told Maxian to focus on the Persian threat, and that his Western Legions can take care of the Parthians now. As the Eastern Empire shifted to face the Persian Empire, this brought down a total of 40 veteran legions and some of the best armored cavalry in the world, but the Persians were not without great troops themselves, they still boasted their infamous Immortals and their world famous cavalry force. The Persian War lasted 130 long and bloody years, which included 70 Eastern legions and 50 Western Legions, Damascus was captured and the King of Kings slained in battle, Persia sued for peace. The victorious Roman Empires headed home with their military intact, but the Persians lost almost 95% of their standing military and nearly lost all of her provinces.
Five years later, the Persians still sore about their whipping by the Legions of Rome, formed alliances with their most hated enemies through slick negotiation techniques and bribery, the Persians managed to gather a vast army of 600,000 strong, mostly barbarians from the northern fringes of the Persian nation. The King of Kings, Khalid marched his troops towards the East where they met and crushed a 15 Legion interception force in Symiria, they continued to march and beat the Legions piecemeal until they reached the mighty fortifications in the world, 2nd only to Rome. Constantinople boasted 3 solid walls and a strong force of 4 Veteran Legions and thousands of archers. Despite the strong walls and mighty Legions, Constantinople fell in 2 months and the Persian Armies prepare to face the full might of the powerful West. Persian troops already captured Juresleam and Palestine, and is now 200 miles from Alexandria. Other Persian troops are now marching towards Thrace and Greece, Rome is ready and despite several bruises can bring a total of 80 Legions to the field, numbering at most 480,000 troops, plus auxileries, but it is up to the Governors of Rome to bring those numbers to the Emperor's forces. The fate of Rome and the world rests on this epic war.
Ruleset:
Governorship: Being the governor of a province is a very important role in this game, an empire cannot function properly without administrators in various corners of the empire. The role of a governor is simple, be succesfull and help your empire be strong and last for years. Do a bad job and you might not just lose your job, but your life.
Provincial Taxes vs Imperial Taxes: Provincial Taxes help improve the Province, build schools, roads, or security forces. Imperial taxes is what is owed to the Empire for their maintenance of the roads, defense forces, etc... The Imperial tax cannot be raised or lowered by governors, but Provincial taxes can be. Also if you are in the Emperor's good graces he might lower the taxes for you out of the goodness of his heart if you are having trouble with cash flow.
Agriculture: This is how much you make out of selling your food to the legions and people. The more you grow the more you make. But be aware of your size, Sicily for example will never make more than 4 gold versus Gaul who could make around 15 to 20. Egypt is already maxed out as they supply Grain to Rome itself. Armies can destroy grain fields.
Trade: This is the single most important aspect of the game, other than war. Everything you make comes through trade, Rome still rules the Mediternean sea, but since the fall of the East, pirates have become rapant, so much of the trade is now back to overland caravans. The more trade routes you have the more you will make, also the more risky the trade lane is, the more rewarding it is.
Average trade lanes generate .5 gold.
Good trade lanes generate 1 gold.
Profitable trade lanes generate 2 gold.
Risky trade lanes generate 4 gold. (very risky... pirates and bandits)

Education: The Empire relies on a strong educational force to push the empire to the next best thing and keep them on the cutting edge of technology. This comes in number range, 1 being the lowest, dumbest creatures on the face of the earth and 10 being one of the all knowing Gods. The Education will increase or decrease on its own, the only way to actually influence the direction the education goes is to invest in educational projects. Such as schools, libraries etc...
Infrastructure: The roads and movements of goods and armies. A strong infrastructure will boost your economy, but at the same time allow armies to move much faster than normal. A regular Roman Legion can march 25 miles a day on a good Roman road. This can be updated directly, pay the amount of gold that the next level is to get to the next level, example, a level 5 road to level 6 would cost 6 gold. Level 3 to level 4 would cost 4 and so on.
Threat rating: All provinces will have threats, whether internal or exterior. Barbarians are always lurking on the borders ready to strike if they think you are weak. Population dissent could cause riots and possibily rebellions. So always make sure you have a strong security force for your threats.
Armies:
Imperial Legions: These are Legions under the command of the Emperor of Rome. Governors have no command over them, only Generals and the Emperor unless the Emperor places these Legions under the command of the Governor, in this case they become Provincial Legions.
Provincial Legions: These are commanded by the Governors, generally raised and fight in the same Province they were born in. Occasionally you will get one from the Emperor that comes from a different province. If your province is split, a barbarian raid or Persian invasion splits your province, and you need to move an Legion from one side to the next, they have to be given to the Emperor and moved, then on agreement, the Emperor will relinquish command once the Legion arrives at the other side.
But please keep in mind, that all legions regardless of Provincial or Imperial all swear an oath of loyalty to the Emperor, and are under the command of the Emperor, but Provincial Legions listen to orders from the Governor while Imperial Legions do not.
Persian Armies: These right now are mercianaries. The King of Kings control all, but in the game, only the Generals have command of the Armies, Wealthy Families have not control over them unless they offer twice what the King of Kings offer them. Now becuase these are mercianaries, they are unreliable when it comes to combat, but they are ferocious fighters and will do what they do best if they are paid. So as long as you pay them they will fight under your banner. In time you will begin to recieve armies from Persia that are Persian and not Mercianaries, and they are more reliable. Your stat will reflect the differences; Mercs and Persian.
The Roman Senate and the Emperor of Rome, along with the King of Kings are all NPC permanantly. If you are Roman, you may occasionally recieve a mission from the Senate, but remember that the true ruler of Rome is the Emperor and he is the one who ultimatly decides your fate. Pleasing both is generally ideal, but sometimes impossible. So choose your allies wisely.
Commands: This is regions under the command of the Generals in the armies of the Empires. Becuase the region is so sparsely populated or hotly contested it becomes a command as the region plummets into bankruptcy and chaos as people flee and cities burn. Command differ from Governorship in many ways, the following rules below will be the differences:
Generals command the Imperial Legions and only recieve orders from the Emperor, not the Governors. When a General and his army marches through a province the General is supreme to the Governor when it comes to military matters, such as defensive placements or legion maneuvers. But unless the Emperor says otherwise, the Governor is still the chief administrative ruler in the province and controls the flow of recruitments and funding to the military.
When war comes to a Province, a General will be appointed to the Province and all Provincial Legions become Imperial Legions under his command. A Governor can request that he assume both positions, and unless he is well liked by the Emperor and Senate, he will most likely be denied.
Commands do not gather income nor do they have any control over their provincial education or infrastructure. All that is taken care of by Rome. But the General does recieve a paycheck, and he can use that to try and turn the Legions against the Emperor and become Rogue or use that paycheck to make his legions even better warriors. The choice is his.
Admirals: These are the commander of the Empire's Naval Force. These guys take orders only from the Emperor, but their job mainly is combat pirates and transport armies from point A to point B and keep a watchful eye on enemy movements especially if they move by sea. They cannot purchase new ships but only wait for reinforcements from the Empire, but they do receive a salary similar to a General and can use it to upgrade their naval combat ability. Also, they can refuse to transport armies on grounds of their choosing (be religious, bad weather etc...) but know that if you do this too many times, you may find yourself talking to old Poseidon (God of the Sea in old Rome) soon.
Bishop of Rome (de facto Pope): This man is the supreme ruler of the Catholic Church, but this man still answers to the Emperor of the West, who still considers himself Lord and God, the Pope holds enormous authority over the Empire and can influence a war in Rome, especially if the wars are against the barbarians and infidels. This new War against Persia provides a chance for the Pope to change the Catholic religion and show the world just who is the supreme God out there. The pope has a vast arsenal of tools to use to assist him in his path to the Holy Lands. The Inquistators are possibly his most valuable assets, the inquisators can hunt down those governors, Generals or even entire Legions who do not fight for the Lord. But the Pope has also to realize that Rome still holds onto some Pagan beliefs, especially in the armies of Rome, who still show some support to the God of War, Mars. He can also influence the Emperor into declaring war to capture a Holy city or region, such as Jerusleam or Mecca, both of which are lost in battle to the Persians. The Pope also has power over the devout Christians and could raise Holy Armies soley for the purpose of recapturing the Holy Cities, or even fight against the Heathens. The Pope holds enormous authority, but he is still 2nd to the Emperor when it comes to matters of religion... so far.
