GFC error: failed to initialize the primary control theme

I keep getting this primary control theme error.
This is a fresh install and I installed the mod in D:\Steam\steamapps\common\Sid Meier's Civilization IV Beyond the Sword\Mods. I made sure it was called Caveman2Cosmos
I have no clue what to do.

What is your folder path to the mod folder called Resource?

e.g. Mine is "...\Beyond the Sword\Mods\Caveman2Cosmos\Resource"

This folder name is red herring.
There is second BTS folder in it, go to it, and then place mods there.
