Giving unique tile improvements to everyone?

I kinda wish the Polder, Terrace Farm, and Outback Station were available to all civs, since they are focused on material tile yields and they (or very close analogs) exist outside the civs they are exclusive to. I also wouldn't mind golf courses and hockey rinks and chateaus, to be honest, but that gives vibes of cultural colonization and that kinda stuff irks me. Maybe it'd be cool if you could like, pick and choose which uniques became available to everyone. Or just make all of them available to everyone completely forgo historical accuracy. I've been really itching for mods that increase the possible shapes a city can take and I was surprised to find that a mod like this doesn't exist yet.

I would prefer that every building be independent of its replacement. I can't make the special buildings I created to replace districts appear without a replacement, but the replacement is necessary for some reason.
