To make agents more useful/interesting they can be given the task of mapping the countryside surrounding the city they are based in (they do this in addition to their election rigging / tech stealing activities)

The agent acts as a radar, sweeping slowly over the tiles surrounding the city trying to find unknown tiles. Closer tiles are more likely to be discovered and a higher rank agent can discover tiles further away. Finding target tiles takes time (visiting taverns, marketplaces, etc) and money (buying rounds in taverns, bribes, etc)

If the agent discovers a new tile they can map it, which takes additional time and money, both depending on how far from the city the tile is. Cost is also a factor of how "well known" the tile is to the local inhabitants and any bonuses paid for Natural Wonders etc. Once a tile is mapped, it is added to the agent's local map. Adjacent coast/mountain tiles may also be discovered at the same time (for additional cost)

Every few turns the agent returns a copy of their local map to the player's Capital and the tiles are revealed to the player.

There is a risk of capture while mapping in un-friendly cities, which will either result in the spy being "sent home" or killed, in either case the local map is lost.
 
Every 8 to 10 turns the agent will reveal another 4 or 5 tiles around the city they are based in. Cost is approx 4 to 6 gold per tile.

It's much quicker/cheaper to send a scout into those lands ... assuming they can actually get there!
