Global warming

I just can't figure out, how does it work in civ4. Anyone can explain, a) how does the global warming generate, b) what can I do to prevent it, c) is there a way to transform affected tiles back to normal? It strikes about every 5 turns, turning lands around my cities into desert, which often results into starvation.

Edit: no nukes ever being used during this game. Furthermore, none of my cities suffer unhealthiness.

Maybe it is just a result of overall production of all civilizations, though I never seen a message that global warming stroke any other city but mine and I have my spies in their biggest cities. Which of course doesn't mean it didn't (they still have some desert tiles around their cities, not sure if they were there from beginning).
 
Someone has said that it may be due to the Nukes. And I think it is impossible to transform affected tiles back to normal.
 
a) Nukes: either ICBMs used OR Nuclear Plants melting down

b) Don't use ICBMs, don't build Nuclear power plants.

c) NO

Every time a Nuke event happens (ICBM attack/ meltdown) the Global Warming Rate increases (it starts at 0)

This Rate Never goes down and determines how many tiles become Desert Per Turn.

One Global Warming Has started, the world will Inevitably become all Desert... you just have to win before that happens. (well actually you don't but it will sure slow you down a Whole lot for any Victory Condition)
 
So once the rate is high enough, there is no way how to revert the process? How about to change game rules, can I get some really quick help on that or a link to a thread (if one exists)..
