We have received disheartening news from our ambassadors from several nations around the world. For example, our embassy in Russia was contacted by a Russian diplomat. It seems the United States of America has set about an agenda of spreading lies about the Kaiser's empire, and by reflection, the nations of Austria, Italy and Spain.
The United States has been claiming that we are planning
This is obviously untrue. As a matter of fact, the German Empire has been lending money to Russia in the hopes of aiding their industrialization, and we have been slowly lowering our troop levels on our borders in Poland. Our relations with France are at the highest they've been since 1871, and we've been in contact with several other powers in regards to German monetary aid, among other things. We wish to point out that it was the United States that refused to acknowledge German diplomatic envoys before the war began, or the United States had attempted to extort money from the Kingdom of Spain with the direct threat of hostilities. Surely, they will dispute this, and the entire matter will be muddled in a 'he said, she said' argument. That is not our point.
But Germany has shown its benevolence throughout Europe, and has managed to keep its head calm cool and collect, and even aid nations that were once enemies to the Reich. Germany holds no grudges, and has offered the hand of friendship to the United States several times before, and during this awful war. Yet their refusal to comply with simply wishes has led to millions of Spanish, Austrian, Italian and German youth to sail off to fight a war, for the sake of Spain to simply keep land that is rightfully theirs. And now, we receive note that America is attempting to spread fear and hatred through Europe? Through the very nations Germany has shown nothing but kindness towards?
America is willing to risk a global war, for the sake of a few islands, and naval bases. What does this say to you? It says that this war has become much more then that. The American animal is backed into a corner, and it does not wish to admit that it is defeated. Our Treaty of St. Michael may have been a bit premature, but their refusal to negotiate whatsoever surely shows the mentality this president of theirs has.
But alas, no one is falling into the American trap. We would be happy to discuss peace with the United States with French or Russian mediation. Perhaps even Dutch. Germany does not wish for this war to expand, and rather wishes for it to end quickly. This pointless fighting is of no use to anyone. The United States has succeeded in none of its goals, save for attempting to stir up colonial revolt in lands under the just rule of the Spanish monarch.
Germany has declared a blockade of the American coast yes, but we do not prevent food or other goods from flowing through; only weaponry. If America is so eager to spread lies in the hopes that this awful war spreads elsewhere, perhaps it should simply seek peace, rather then escalation.
Can Russia not confirm the validity of these statements?

You should show the entire passage if you are going to implicate the Americans. We never forced the Russians to choose between staying in or out of the war. We simply warned them of the overaggressive nature of the German Empire.
Feel free to discredit the United States all you desire... there are those who believe us more than Germans.
We will post our original warning to the Russian Empire simply to discredit both the Germans and the Russians if they desire to push this further.

Obviously this news is concerning to the French government and people. We will be observing the proceedings accordingly.
We again, extend the olive branch to the United States. What reasonable terms do you have?
Will you be willing to negotiate this time if you find the terms unagreeable? We are not going to offer terms if you will not at least negotiate.
Our original terms:
-Hawaii and Alaska will be returned to the United States.
-The Philippines will be granted their independence.
-Spain will turn over one minor (and I mean very minor, so minor it wouldn't even hurt Spain to lose it) island in the Pacific to the United States to use as a resupply station for our merchant marine.
-We desire no compensation nor do we expect to give any. All have paid costly during this war.
Surely the United States is joking?
First off, we will not give up the Hawaiian Island, Spain will give up none of its lands, and the Philippines will stay in Spanish colonial possession. We cannot see how the United States is in such a position to dictate such favorable terms.
Hawaii and Alaska belong to the United States... we will not surrender those territories just because we want the war to end. We are willing to cede on the Hawaiian issue if you guarantee Hawaiian independence after 2 years. But we will not surrender Alaska to Germany or any European power.
We also will not back down Philippine Independence and we are willing to pay Spain 1 EP for Midway Island or Wake Island.
Then why should, or would Spain abandon any of it's territories for the sake of ending the war? That argument is a double edged sword my friend.
Because unlike Wake or Midway, Hawaii and Alaska is actually worth something to the United States.
We may be willing to bend on the Philippine problem if Spain is willing to agree to a vote after peace is determined. Freedom or remain under Spanish control, to be done by a neutral party, such as Britain.
We have offered several opportunities for mediation by a third party, which you have rejected.
When did we reject meditation by a 3rd party? We have offered meditation by 3rd parties as well. Nobody just really started to so we were left discussing this ourselves. If you can bring in a country we trust, we will continue to negotiate. Our only term is that it is a country we can trust, such as Britain or France.
Seeing as both of us have good relations with Britain, perhaps we should ask them to meditate. We of course would have to agree to a general ceasefire as the year is almost up, but if Germany and her allies are willing to honor the ceasefire America will as well and our divisions in the Philippines will not actively support the rebels during this ceasefire.

Russia can confirm that this excerpt of the message was indeed received from the United States Government. Those you warn us to be weary of? Those we are receiving help modernizing from? They are one in the same. Weariness can exist at the same time as peace, and even friendship. They stand to gain nothing from helping us modernize, aside from friendship, so far as we can see. No advantage over us, should they eventually plan to attack us; indeed, rather a disadvantage.
Russia never intended for these documents to be shown to the world. You have our apologies. We can offer to act as a mediator between your two nations? This war is draining to the morale of the world over, with the threats of alliances cascading, and the lives of the young men in all your navies. Throw aside pride and accept reason.
If we are unnacceptable as a neutral mediator, we would suggest Switzerland or the French Republic. End your pointless war.

We would accept Russia as a mediator, what is Russia's idea of a good treaty to end this war?
That is if Germany accepts Russia as a mediator as well.
I need to know if there will be a general ceasefire or not for the peace discussion. If I do not get an answer by the deadline I will assume the peace talks were ignored by Germany and continue the war.
Orders are due today.. and missing them from (off the top of my head..)

OOC: They had rejected the peace, yes, and I'm actually busy for the weekend so I can't do much more. Maybe switch the mediator to France? Both of you agreed on him too
I haven't sent orders... Just keep Austria-Hungary as an NPC this round, I will take over on the next one.
An armistace would only buy you time to regroup and resume the war from a stronger position. I suppose we shall resume negotiations come next year. We want peace, but not one in which we lose everything we've fought for.
