It is always a good idea to go for the enemy capital. If it is not in the centre of a bunch of high-culture cities, you have the possibility to sell it back to your opponents at a price of perhaps three other cities, all their techs and all their money. If it is in the centre of a bunch of high culture cities, take it anyway and raze the closest towns, otherwise the opponent's won't buy it since they figure they'll get it with influence anyway.
when you sell an enemy town back, always remember to move your troops out. Then, when you sell it back, take it again, move for some close cities, and continue to do so until the computer opponent talks to you again.when he does, sell his capital back at the price of most of his remaining cities.
This way, you can win a war with a pretty small army. It will seriously hurt your reputation-thingy though, so don't try a united nations victory afterwards.
This is extremely useful at Diety-level games, since the AI is pretty much equally stupid at all difficulties.
