God I hate loyalty. Worst mechanic EVER.

Each military unit should be able to boost the loyalty of its own territory of the city it's in. The more military units in the territory, the more they prevent the city from flipping over. A garrisoned unit has a greater loyalty boost. Policy cards can then boost this effect even more.

This will then more closely approximate history, with military might keeping the peasants in line.

Maybe a mod can do this?
