Does anyone know if I bought civ 5 on the app store can I buy Gods & Kings on steam and will this allow me to play multiplayer?

If you're referring to Internet multiplayer, then you'll have to have both base Civ V and Gods & Kings on Steam.
For just LAN multiplayer, you can buy Gods & Kings via the in-app purchase of Civ V.
In any case, you cannot use the Steam G&K to upgrade the Mac App Store version.
