Gods of Old: fighter rebase/deployment bug

I experienced a strange bug while playing Gods of Old. The game wouldn't let me rebase my fighters to many of my cities. The cities in question didn't already have any air units, so it wasn't a matter of being at capacity. In fact, when I moused over the prohibited cities, the popup said "air unit capacity 0/-21", and similar. Furthermore, when new fighters were created by the off-limits cities, they would pop into existance at a nearby fort instead of the city.

I'm attaching a save game. To witness the problems:
1. Load the save game. (It'll use Gods of Old mod, of course.)
2. Select the fighter in the fort east of the city Revolution. Select rebase and mouse over cities Revolution, Jude, and Maxwell. Notice that rebasing isn't allowed, and that the air unit capacity showed a negative number for the maximum. Notice that several other cities allow rebasing as normal: Yesterday, Circei.
3. Press end-turn twice. (Ignore Shaka's carnage.) Note that a 2nd fighter has appeared in the fort east of Revolution. (It's the one Revolution was building.)
