Is there some kind of hidden algorythm which influences what you get beyond a random draw from the XML.

I simplified my xml to only have to 50% tech / 16.6% warrior/worker/settler.

In one game, I was using only scouts to explore, and I must have uncovered 60+ huts, and did not get a single warrior all game.

IN a new game I have justed started, I have had 10 techs 8 warriors, 1 worker and 2 settlers, but I am only using warriors to scout.

I know scouts can get a bad "result", but does it also prevent military units? Or have I just had a really odd game before?
 
warriors are most only finding other warriors, scouts are getting techs or workers. Have started to savescum it a bit, because I really want a settler, and I have 4 scouts sitting on 4 huts, and have failed to get one in the past 5 turns... lol
 
I vaguely seem to remember that difficulty also affects the outcome (for instance, I believe you can't get settlers past a certain difficulty level).

But I always disable goody huts, so I have no experience with them, really.
 
Yeah I want to say at about Noble you'll stop getting settlers and around Monarch you'll stop getting techs, so just gold/map/exp/barbs from there.

Edit: Nevermind, apparently techs are always on the table according to the XML

If I read the code correctly, the Warrior outcome is not possible in multiplayer games at all. And, even in singleplayer, not during the first 20 turns.
