Goto doesn't always stop movement/action in safety

The goto function seems to do a pretty good job stopping a movement task before moving a unit into danger. However, sometimes it leaves a worker (or other unit) at the end of its turn (red) when it clearly could have been stopped beforehand, and the danger was visible before its turn completed. This also applies to things like worker actions.

Goto also routes defenseless units through enemy territory without complaint when at war, which seems odd.

Does anyone have any idea whether there's a particular situation where goto and/or the "stop/wake when unit is threatened" logic in general doesn't work right?
