Excuse but the ability of terrorists to hide their nationality is funny if you give this unit to only one civilization....or stupid i don't known.
And yes historically Arabs have made terrorists act for long but what do you think about Corsica movement in France and the Irish civil war. And Basques terrorists? I’m not a specialist of the question but I think you should create an unit fanatic for Arabia with no capacity of hide nationality and permit to every civilizations create terrorists.

The point of having hidden nationality is that the unit can be used in peace time, and not that you can't guess who the unit belongs too.

To me it makes sense that in order to use terrorists against another country you don't need to be at war, just look at the examples which Ralendil gave.

Be aware most of the time in history terrorits are the losers, Revolutionairys are the terrorists that won. Its all in the eye of the beholder.

Fusion between the government mod, the LWC mod, the mod pack unit mania and the ultimamod. But with more modifications and adds.

Resource add: helm (Strat) and Tobacco (lux) (in test).

Units add: 65 units and one type of army (modern army (in test)). But all modified. (Done)

Civilizations add: Replace America US civilization by America natives born civilization. Delete of the Iroquois civilization. Add Celts, Arabia, Israel, Spain and Ottomans. (not begun)

About the terrorist unit I have opted to allow all civilizations to build it.

Ah, at last it seems like people have learnt the difference between Arabs and terrorists.

However, the units should be called Saboteurs. The difference between sabotage and terrorism is that the purpose of sabotage is to create purely material damage, while terrorists aim at creating - yes - terror, by all means.

Furthermore, no great power would call acts sponsored by themselves "terrorism".

Thanks to your idea. I think as you. But there's terrorist states group. Yes of course there are not terrorist but their acts have seen like that....
I am french so the example I could give is the rainbow warrior. If the 2 secrets agents haven't been captured who have been able to say it was a french sabotage act?
The second example is Lybia wich was designed as terrorist state by entire world (or nearly).

So Terrorists can exist in civilization but saboteurs will be a good alternative. Let me think what could be the difference between the two. ;)
