Government and Cultural civic ideas

I think that civics should really effect the way game plays. I'm sure that all agree that having generic civics like 'A gives bonus to gold, B to production and C to culture' is boring. Ideally each civic should introduce a new mechanic, like draft or pop rushing. Playing an absolute ruler as God King or Despot should feel different than running a republic or city states.

Also cultural values are a bit...lame. You start with one of 3, but can switch immediately next turn. If someone could code so that you need a tech for EVERY civic, but each civ has free access to one that fits em, IMO it would be more fun.

So Khazad and Hippus would start in Consumption without need for Currency, Grigori and Elohim with Pacifism, Bannor, Doviello and Clan with Nationhood...

As for government civics, my favorite idea is that Republic is changed so that it gives only a minor happiness or culture boost, but it should provide an extra trait that changes every 15 turns with elections. If this is too powerful, it could replace one of your traits with new election trait. Every 15 turns you would get an event that reports how elections went. Possible outcomes would be - Military faction (Get Aggressive trait, maybe free units and worsen relations with other civs) Mercantile faction (Get Financial trait, maybe gold boost) Religious faction (Get Spiritual trait, free religion spread) and so on. There could be LEADERNAME Party that restores original traits and provides some kind of boost. When election event triggers, you could get an option to accept the results, keep old party in power (unhappiness, and chance for revolt), bribe the elections (takes gold, but restores your leaders party). It would add some diversity in my opinion.

Also, Mercantilism should stop inflation growth and give flat -10% reduction to inflation, to add some fresh and useful mechanic.

I'm making a politics/government modmod once I'm finished with my Commanding officers, not gonna go into any details about it now though.
 
That's an interesting idea.... But I think the election trait has kind of been done before with Adaptive and Insane. I do think that some of the civic could do with spicing up though. Also, having some civs start with a civic that suits them might be an interesting way to allow normally weak civs get a good start, helping the game's balance.
