Government trait questions...

In the little cheat sheets Egelstaff has produced, some of the government traits are a bit confusing.

Under the Fascism government is listed as having, Veteran Spies (Communism also has this), Deportation, Xenophobia. What are these three traits about? What does it mean by Units cost 2 or Units cost 3 under Republic and Feudalism respectively?

Veteran spies mean you have a better chance of succeeding at espionage. Deportation means your cities shrink when you switch to fascism (towns shrink by 1, cities shrink by 2, metropolii (or is it metropolises?) shrink by 3). Xenophobia means cities where less than half of the citizens are your citizens will not produce culture. The unit cost means how much gold per turn you spend on units that are not free under that government (I didn't realize feudalism had a 3gpt support cost. I guess you should be able to support all of your units).
