Governments and Politics II

OOC: So, my new character:

Brendan Morthwyl

An obscure descendant of the original Morthwyls, he has little love for the current rulers, but he doesn't like the poor people overmuch either. Having grown up in poverty, with everyone looking down on him, the young 19 year old Brendan wants to make his mark on the world as a rich man of any kind, although a merchant calls to him the most.

OOC: Do I detect the voice of reason figuring out that working within the system is better (with the exception of the new guy, who's character thinks he has authority to declare how the nation should develop, but I suppose lack of experience in GaP means the conclusion has yet to enter Victarion Starks mind :p )

EDIT: Oh and the regime is clearly strong, afterall Christos' rebellion was put down with minimal casualties, and with no government forces killed (ignoring loyalists in Christos' own ranks who proceeded to supress pro-Christos soldiers once he died)

OOC: I think we should show some leniency to the new guy. Even I made silly mistakes in my first few sessions.

IC:

I must agree with the veteran on one point. As I have said before, the best way to ensure a stable future for Celtia is to have the people decide who they wish to be Monarch. We do not need to hold a vote for the position every time, but I do think it would be best if we made an exception this one occasion.

OOC: Indeed, bad Jeho! You don't want ork turning into another PF do you?

OOC: Fine, Fine, I'll let him off the hook this time, on humanitarian grounds.

People of Celtia. My heart rejoices at the over thorough of the tyrant, the generalissimo, if you will. The lack of blood shed is a thing worthy of praise, in it's self. All investigations, if there be any should be dropped, for he was going against all things Celtic! Last time I was here, I spoke against the wisdom of a depleted Monarch. This time I say Long live the Queen, so she may expand it. I am here today to pledge my self to promoting what is good for Celtia and for her. May all those of Celtia utter these words soon.
I, Cadeyrn Donndubhan, pledge loyalty to the True Queen of the Celts, Ceri II, to the Fenechas on which her and future royalty will stand, and to Celtia and her common good. I hold these in my heart until death. May all which Ceri's is be fair and kind.

OOC: Wow xenon, a bit overboard don't you think? I'm sure jehoshua will enjoy all the groveling  :mischief:

Well, welcome back to the winning team :goodjob:

OOC:The first time I posted, I almost put it all to Ceri, but Chirtos was spittle to threading at that point. That's not grovelling, just my opinion. If it was grovelling, it would be much worse. Hey Jesh, you should tell use what you did.
IC:
Great and powerful Queen, I request the ablity to travel to Cahokia, in your name, spreading the tales of your great and powerful arm. I would request for the right to be ambassador to Cahokia, if it please the High Queen.

OOC: Yeah, tell usssss :)

IC: "I back this man. I have known him for many years, and he is a pure and kind man."

(For what my word is worth)

OOC: My policy is to never publicly reveal the detail of what I do in a game until its actually finished. The reasons for this should be self-evident.

The same veteran who called for elections now goes to the queen's palace, seeking audience.

My queen, with all due respect I come before you today. I lay my sword down before you.
I come with news and a proposition.
First news. I sided with the late Commander during the coup. However, I obviously did not fight with him in his final battle, or I would not be here today. I am a traitor, if only by inaction, but a traitor all the same.
Now the proposition. My blade is left behind me as I say this. I request the position of Supreme Commander as to replace the late Criostois. I am a battle-hardened soldier with experience in two wars, and am apt for the job by experience alone.
However, I would impose exile upon myself by, as soon as theoretically given the position, marching with the security forces around our city to take the Barbarian encampment to the southeast. Not only would it provide valuable experience for our troops, but it may swell our coffers, should we find stolen goods or riches in the ruins after the fighting has been done.

With this he leaves.

On behalf of the Queen I wish to extend our gratitude to the men of the Kings Troop and the Protectors Division for their continued loyalty to the crown. Our thanks especially to the soldiers who, unbidden, ended the efforts of the oathbreaker to topple this nation and brought justice upon him for the love of their people.

People of Celtia, after the fall of Criostoir at the hands of soldiers loyal to Celtia, its traditions and to the gods themselves. Now is the time to cease our petty squabbles and work together for the great task of glorifying this nation.

As such, seeing the triumph of the construction of Stonehenge, now is the time in my humble opinion to expand. Our explorers have revealed many other nations around us, the Maya, Carthage, Egypt and Spain who like us are great nations, that are expanding towards us. We must continue to grow if we wish to not become a second rate power.

As such, I would urge my sister our gracious High Queen to order the training of a settler group, which would settle north, escorted to the locale chosen all those years past by Breandan Ui Neill (4NW, 4W of Dun Eideann: the top X in the maps in the settler sites thread in the Great Council of Chiefs SG) by the Protectors Division along our sacred river and close to trading opportunities with the great city of Carthage. This will secure our northern frontier, and ensure that the sacred river of the celts is secured more firmly under our dominion.

That said, I understand that there are many other praiseworthy things that this city, Dun Eideann could place its efforts on. A library for example would greatly increase our technological development. This would also be a worthy development in the city, although as I said, I favour expansion since ultimately in the game of nations, land is power. Celtia must expand if it is to continue to prosper.

ooc:

@ Filli Noctus: You should excise Christos from the great council of chiefs social group, and include all individuals who posess lands into aforementioned group as per the rules of the fenechas.

@ Civleader: I would inquire as to current distribution of lands (to be pm'd in the ordinary response to my orders) in Caithar na Lugaid so that equitable redistribution and/or distribution of lands can be undertaken at the soonest opportunity.

The public squares were beating with the sound of joy and merriment when the news of the assassination came through. In one of them, while the commoners danced, a old hunter stepped up and spoke to the crowd. He had white hair and a beard, wild like a mane. wiry with muscle that still clung to the bones even in old age he spoke gruffly to the crowd in a Public Speach.

"This is a glorious day for all of us. Without any of our blood being spilt in the wars between the nobility, we find that the murderer of old is dead." The crowd cheered and nearly went back to their partying. "My father, Lugh Breton, died in the last revolution. We all lost people, I know, so I should not speak of my own loss as anything great. But on this day of all days we are united in joy when many years ago we were united in grief. With this joy, and this day of cheer comes an opportunity! One of the royal siblings, Prito MacBreanden Ui Neill, recently spoke out for bringing a System that was set up in Caithar na Lugaid to the Capital. Caithar na Lugaid transitioned through the Inheritance Crisis barely scathed, apart from the dastardly assassination. Obviously this system, set up by the fallen King was more stable then our own. It is a system that see's each district elect a representative to a city council to give voice to our needs. Many of the rich do not understand us. They think we hate Royalty."

The old man shakes his head sadly.

"The fools, it is not that we hate them. It is that we love them too much. The gods are distant and the ancestors are merely watchful, but the lineage of royalty is here, now, with us. With a City Council, they would hear out voices and know us. Even more importantly we could look after the minor city details for our High Queen. How often now has royalty had to deal with things solely in this city instead of being able to focus on Celtia as a people and a nation? Prito is not a King, but surely the High Queen will have listened to his sage advice. With our voices acknowledged, heard, respected, I would return upon our Queen tenfold that acknowledgement and respect and swear allegiance to her line, this day and all days to come."

"However we must acknowledge that Caithar na Lugaid is merely a City. This is the capital. It must not just run itself, but also handle all affairs internationally, all the more so if we expand. So while the City Council here would held guide the city, the Inner Council must guide the whole nation. Thus it is only natural that one would end up being subservient for the other in both guidance of the monarch and governance of the city and nation. With so many positions to fill so quickly I would hope that the High Queen herself will quickly appoint people to her Inner Council. In this grave time I would also say that the Tanaiste should also be chosen by the Queen initially. The Tanaiste must be veto'd by the High Queen in normal circumstances, and would normally lead the City Council until retirement or death. In this case I would suggest a Queen appointed Tanaiste that would voluntarily resign once the city is organised enough to elect its own. He should have veto power on the Alderman of the city to make sure any of Criostoirs still living supporters do not sneak into positions of power. The Alderman would also double as the judges in the Capital, seeing as the Capital has legal precedent on all other cities, so they should be sure to be well known and respected people from each district."

"Prito is also pushing for expansion, due to political reasons, but this is not why we should expand. Ideas are why we should expand. With each new city, Celtia is born anew. A new King, with a new way of interpreting tradition and ruling. While many may not change much and some may even fail due to weakness, those that exemplify our great nations strengths will thrive. When they do so, the ideas will spread back to the capital and we can embrace them as our own. As we shall now do with the ways of Caithar na Lugaid. For we are Celts. We must test our strength again and again, for we must be ever rising. If the oppurtunity comes to expand then I say we go! Test out different interpretations of tradition in the safety of a new city. If you fail, you will just have to rebuild. But if you build something better... well come back and share it with the rest of us eh?"

"I know I have spoken at length, but these are the ideas that you must carry with you when you leave this place of merryment and the world begins to turn once more. For while many have tried to change the world with force, it is words and ideas that will always hold the most power. Use them. Carry them with you and speak them often and loudly. But above all remember these; Long live the High Queen and may she be as wise as her ancestors!"

Spoiler :
TL/DR
OOC: Hi I'm back and figure I'll see if we can stir the pot a bit here.

Cern is advocating bringing in the Caithar na Lugaid system to help run the city with the City Council, while the Queen gathers an Inner Council around herself to run the whole nation. Basically pushing a bit more separation between City and State in the capital so that the commoners can have their say. The power will still rest with the monarch, both for the city and for the state, but the voices of the commoners would be heard in the running of the city that they are in. With the Tanaiste himself eventually being elected from the people.

In these choatic times I also suggest that the High Queen appoints many positions herself. Both for speed and security.

Other then that... hi?

ooc: And thus the passing of an age of revolt heralds the coming, or rather return, of a more subtle and insidious force to the politics of Celtia. Strange how events coincide :p

oh and actually technically he is a King, rightful King of Caithar na Lugaid. ;) sure i've yet to assert that other than to give legitimacy to the druidic regency via private letter there due to circumstance, but thats what you call a minor detail ;)

ooc: Ravus is back!
