Governor running spy specialists... WHY??

Why does the f***ing governor always run spy specialists !! :confused: :mad:
Almost everytime I trust the governor to assign a good tile when a city grows he runs a spy specialist. It's driving me crzay especially if it happens in my great scientist-producing city :sad:.
Does anyone know why the governor is this stupid and maybe how to turn it off? :D
 
By playing with the emphasis of the city you can guide the governor. If I remember correctly, it wasn't assigning spies with commerce/science emphasis.
 
It will run spy specialists if you emphasize science and it can specialize more people than you have scientist slots for, as you can get research from spy specialists too.

It's a well-known annoyance... The governor probably thinks you need to keep on par with AI civs (some of which tend to spy a lot).
 
Too bad you can't just publicly execute him... that'll teach his kind (governors) a lesson.
 
As I have previously stated on various occasions, it seems it would be simple to improve the interface with the possibility to lock specialists in ("never remove this engineer") and out ("never hire a priest in this city").
Similarly, I wish you could lock worked tiles ("never start working a damn farm instead of my gold mine!"). This could be implemented just by double-clicking on a tile, for instance. But that's apparently too much to ask from Firaxis.

If I could have just one feature modded in, I would choose that. I don't want to micro-manage every tile, but WORK THE DAMN COTTAGE SO IT GROWS!!!

I know sometimes you can achieve this using the focus buttons, but sometimes they just won't cooperate. And anyway I don't trust the governor not to change its tiles as soon as my back is turned.
 
Technically Spy (1 :science:, 4:espionage:) specialists outperform Scientists (3 :science:) 5:3 on pure output terms, this is probably why they get favoured so much.

I'll take 3 science over 5 spying stuff any day.
Then you are making the math all wrong ;) 1:espionage: in average is worth 1.2/1.3 :science: in tech theft ( sometimes it even gets better than 1 :espionage: / 2 :science: ), not mentioning the passive benefits ....

However, don't forget you need to build and move spies, which have a significant chance to get killed. You also need a spying "pet". And spying only allows catch-up.
 
Yup, spy points are very good. If you aren't using them, you should play with espionage off because you are handicapping yourself against the AI.

If you don't emphasize Research, the governor should only make spy specialists in a very few circumstances. You can also just turn the governor off, or not build buildings in that city that allow spy specialists to be created.

Partly true, but irrelevant to the point discussed ( spy vs sci specs ). And you only get bad odds in spy missions if you only generate little EP... as it should be. When I focus on tech theft I rountinely get 95% up chances on the missions

Not necessarily ... in that sense it is exactly the same as tech trading: nobody forces you to tech trade with just some friends, it is just more efficient to focus ;)

That is blantantly wrong. Nobody forces you to not tech at all ;) You can easily use your own research in one direction and steal the other techs you usually backfill trading ....

I have a good example of this going in this ( somewhat :old: , I reckon ) SG
