Add additional downside for createing a new urban district.

Add district maintanance to add an additional downside to createing a new urban district.
-1 Gold in the ancient age
-2 Gold in the expolration age
-3 Gold in the modern age

First feedback was from Lion King propsing adding additional happiness and food penalties.
So probably -1 per age. Not sure if this is a bit to harsh and how the AI will handle this.
