I never have this problem. I just checked every turn and as soon as I see it not red out, I just ask them the price for peace and they add it and other things to the table.
In reality, France didn't shout "We capitulate to Botswana" when Germany stomped through their lands.... even if they had, it wouldn't have made the blindest bit of difference. France only had the choice to capitulate to the aggressing power - they couldn't have capitulated to Japan for example, even though they were nominatively at war.
- Civs can capitulate to insignificant enemies
- Civs can offer to be vassalized by civs that AREN'T EVEN AT WAR WITH THEM, and this causes me to be at war with the civ that just vassalized them!?!?!
Ugh, ok I'm installing Solver's patch until 3.13 comes out.
In one game I intend to wipe out the Aztecs and not accept capitulation but before I could get the last city China accepted them as a vassal. They weren't at war so it wasn't capitulation, and it caused China to go to war with me. Times when I've been at war the vassal state option with other civs has been red, saying something like "we fear your enemies". So offering to be a vassal is more like the "France and Botswana" scenario and it's more like becoming a protectorate than surrendering.
