Graph bug?

I don't know if other people have found this or reported but look at this screenshot: http://steamcommunity.com/sharedfiles/filedetails/?id=167321622

You can't see Russia in the graph. also I check marked Inca because it was the dark colored one. I don't really care for the city states on graph, but why do they include them? Because I think the city states took all the colors so Russia didn't get one.

Yes, I see the problem. I loaded a game that had 28 combined civs and CSs. All were assigned colors in the graph display. Do you perhaps have a save file from that game? We could see if the problem can be reproduced on other systems. Thanks.
