graphic problem not using a full screen

i'm using v1.52.

in order to play the game on my laptop, i have to set the graphics to 1024x768 and, since it is native 1440x990, i also do not use the full screen mode. in this configuration the cursor will not move the map without using the minimap.

I'm not sure if it will help or not...
Exit CivIV, then open the civilizationIV.ini file, and find this line

; Allow Mouse Scrolling in Windowed mode
MouseScrolling = 0

Change the value from 0 to 1, save, and reload.
