I don't know how better to describe it succinctly than I did.
I finally broke down and decided to try a few mods, so downloaded the clock mod (to keep my wife from complaining) and a few minor mods. The only graphical mod was the RED pack to change the size of units. In my mind, nothing major.
I start the game, small map, same settings I use when playing normally as I have been. Except this time, none of the graphics are drawn on the map - just flat brown and green and blue. After letting it sit for a minute, it begins to draw the graphics, one hex at a time. (Ironically, it reminded me when you used you use the old Excel spreadsheets, change one number and watch that change move through the entire spreadsheet).
Yet, I immediately end that game, remove the RED pack... still same problem. I decide to ditch it and just play the normal game... not having these issues. Strange, strange.
Anyone else noticing this? Or perhaps I've been playing too much...
