Before BTS, Great artists could create a great opera in a conquered city to end rebellion and extend a minimum its cultural border. It was very useful in a campaign.
Why doesn't it work any longer in BTS?

Of course in real life, one must wonder how anyone could produce a great work of any kind in a war-torn city.

But in the game this makes Great Artists so useful for Domination victories.

The problem is that a GA doesn't change the percentage nationality. So you still don't get any squares facing the opponents other cities and have a chance of another revolt.
