Great Firewall game mechanic

    The Great Firewall just seems odd to me - it should only eliminate the *increase* in spying allowed by the Internet, and since that increase does not exist in the game, the existence of the Great Firewall makes absolutely zero sense!

    I've got an idea for an alternate mechanic:

    Split Computers into two techs. Call the first Computers and the second Internet. Computers gives the Helicopter Gunship as it does now, while Internet gives a mixed bag: +100% to our spying, but also +100% to spying against us! However Internet also gives access to the Great Firewall, which greatly mitigates the spying against us penalty, at the cost of somewhat reducing the our spying bonus (E.g. -80% to spying against us, -50% to our spying, if spying bonuses are additive percents - if they are really multipliers then the equivalent would be -40% (0.6x) spying against us and -25% (0.75x) to our spying since the original bonus was 100%, or 2x.)

    So:

    Base spying rate: 100% ours, 100% enemy
    Spying rate with Internet: 200% ours, 200% enemy
    Spying rate with Internet + Great Firewall: 150% ours, 120% enemy

    Perhaps the Internet's effects could also depend on how many other empires also have Internet? :)
