Great Person Improvements do not connect resources [NOT A BUG]

I loaded the new patch today and I found that Great Person Improvements are not connecting resources. At first I thought it was issues with Fall Beta Patch saves or mods but I played a clean game and they are still not connecting resources.

They never did.

Detailed answer: They DO connect strategic resources (like iron and horses etc) but they DO NOT connect luxuries.

Doh, user error. I never used a mass of GPI before last night and I would have sworn it had given me all the resources, not just the strategic.
