There are a lot of cases when we have to much MINES in non-historical are of mining

RUSSIA/СHINA/PERSIA/SPAIN/CANADA/UNITED STATES are best examples

What about the idea to spread the current mechanic of quarrys to MINES: we would not built it withouth resource (gold-iron-coppers-coal etc)
As a balance move: perhaps new mines should be much more productive (and have more powerful hammer-bonus)
 
Spain had lots of mines, in the Roman era. It's why they were a bit important: Silver and Gold. Hell the Romans broke apart mountains just to get to some ore. The US is literally littered with old mines. Maybe not out in the plains but the Rockies and Appalachians were mined stripped. China - again, lots of old mines, especially in the south. Persia - ditto. also in the west, but also even a bit to the east. Dunno about the North.

Canada - Unknown. Russia, unknown, but probably by the Urals, it's not all flat either especially the more north you go in European Russia, they got their ore from somewhere.

Weather or not a mine is a open cast or a shaft has more to do with local geology than anything else, open cast mines are used when the deposits are near the surface, and a shaft if the deposit is deeper.
