Nah, remember spies aren't even units on the map, so they won't have great spies.
I believe it would have been an excellent question for us to have asked at Pax. I wish I had thought of it then.Again wasn't there an article about a Great Spy somewhere? I thought I remember this because it was one of the features being discussed somewhere in a thread here about features barely discussed.

Laughing at the prospect of a great spy. Cause if they were recognized spies then they wouldn't be great spies. Yeah...
Why do you have to be recognized to be good?

No spies are on a interface not the map.No spies are on the map, but that does not mean there won't be a great spy at some point. If they do it may be something that influences spying via the espionage interface. Perhaps it could be expended to give a bonus to spies across the board. A covert trainer or something. Or a great spy could be useful for a certain mission only he/she can perform. That could be interesting.
I don't think they should put them on the map, but maybe you can expend the great spy and it will build a type of secret covert agency building, perhaps in your capital, or as some improvement. Likened to an academy or manufactory.
All I am saying is that there are some options open. Really they don't need a great spy though. I suppose the idea just gives us something to speculate about is all.
