Improvements:
1. Federal Government - Increases corrution, enormous upkeep cost
2. TV Station - negative 10 culture, easier espionage (for enemy)

Units:
1. Highway construction/repair worker - cost 10, does absolutely nothing
2. CIA Spy - 1 attack, 1 defense, 1 move, causes hugely embarrassing international incident when it moves into another country's territory

Feel free to post your own unit ideas!

Here is my contribution:

1. Lawyer cost 100 shield, upkeep 20, 1.1.0 (immobile)

2. Dentist 10.1.10 blitz, attack only friendly units

Politician --- 0.1.100, as fastest unit in the game it can retreat and avoid any problem, can only be be seen if you are adjacent to it (i.e. shaking its hand at election time).

Teenager:
Attack:1 Defense: 1 Movement: 10
Its manteniance cost 1000000000 gold, 10000000000000 production and 100000000000 food per turn. The mantenance grows each turn untill the unit is destroyed by an ally of the civ or by a good hearted enemy.

retired person:
Attack: 1 Defense: 1 Movement: 1
Its manteinance is the same as the teenager, but it has its special hability "anecdotic-commentar- storm-created-by-viagra-and-another-medicaments". It wipes our all the enemy units in a radious of 10, is so dangerious that its use is diplomatically penalizated. :nuke:

Ex-wife:
attack 6, defence 6, move 6.
costs 20, maintenance 20, radar range 2,
bombardment 8, bombard range 0, rate of fire 8,
the bombardment range becomes unlimited with the invention of electricity/telephone,
this is the only unit that must still be maintained even if disbanded.

ooooo this one is FUNNYYY!!! :crazyeyes

Illegal Immigrant. Normal worker that costs double the normal maintanence but does no work. Then tells you how their former country is culturally superior, but your government has made the people of their country poor through the exploits caused by your decadent imperialist culture. If you try to disband this unit war weariness will incur. (Only available to American civ!)

The Ultimate Unit has got to be "The Village Idiot"
4 happy faces per city it is enforced in, but randomly attacks and steals technology giving it away. Randomly runs away from city casts 500 maintenance to keep under control

New Wonder of the World: The Millennium Dome
Although the manual says it costs 500, its true cost is much higher.
Requirements: a guillible government.
Becomes obsolete the moment it is completed.
It is called a Wonder of the World because everyone in the world wonders why it was built.

New City Improvement: Public Toilets
Costs 10, but has no maintenance cost because once built they are never maintained.
Makes one unhappy citizen content.
Also reduces some types of pollution.
There may never be more than one per city, no matter what the population size.
(as civ3 only allows one of each type of improvement per city, it is totally realistic in this case).

Some Swedish unique units:

The Vasa Warship:
Really expensive, sinks as soon as it leaves the city where it is built.

The JAS-39 Gripen Attack Jet:
Twice as expensive as a Jet Fighter, requires lots of technology, crashes as soon as it tries to land in a city.

SCUD: like a cruise missile, except that half the time it misses, half the time it falls apart in midair, and the rest of the time it fails to detonate.

New links for the Swedish units!

(Yes, this is an excuse for bumping!)

New Government: Spindoctorism
This is the next goverment after Democracy.
Although the Civilopedia says that this type of government is a perfect cure for corruption, pollution and unhappy citizens, its real effect is to make the graphics for all these things invisible, so the player has no idea of what is really going on.
Also causes the words "Golden Age" to be permanently displayed.

New Small Wonder: Chocolates & Flowers
Only costs 10, no maintenance, 5 Culture per turn.
Effects: for a small fee of 5 gold, one unhappy citizen is temporarily made content, but loses this effect if used too often.
Quote from the Civilopedia: "Chocolates & Flowers have saved Mankind from many, many difficult situations in the past, and looks certain to continue to do so far into the future. However, if used too frequently the effects can be disastrous (see Ex-wife)...."

A new unit : Police sharpshooter. Attack only swordsmans :

from the msnbc.com:

Most key aspects of the incident seem beyond dispute. An
African-American man in his 30s initially fled from a routine
traffic stop. After a brief chase, he pulled over on Seventh
Avenue Northeast, the street that runs parallel and next to
the east side of I-5.

He took off on foot with officers in pursuit. He ran into a
nearby alley only to emerge a few minutes later; he was
surrounded quickly by what eyewitnesses variously describe
as between 10 and 12 white officers.

The man's name was Shawn Jerel Maxwell; he was 31.

He was armed, if that is the word, with what is commonly being
called a "sword" (late identified as quickdraw ninja sword - s3d)

article, by a reporter from the "Seattle Post-Intelligencer":

"It was only after he raised his sword above his head and
advanced toward the officer ... (that) officers used fatal
force," police Chief Gil Kerlikowske said yesterday.

New Wonder of the World!

Channel Tunnel!!

Improvements: Allows all settlers from other nations to slip into your nation for free, using stealth mode.

Once in country in submarine mode, though can be found on tube trying to pick pocket and shouting obscenities............causes civil disorder in cities

Cost, increase in taxation.

New unit: the Whaling Ship.
attack 0, defence 1, speed 5.
Positioning this unit over any whale resource in any ocean and pressing the 'P' button results in your nation gaining +1 food, +1 shields and + 2 commerce, no matter how far it is from your national borders.
However, once used the whale is removed from the map; i.e. it does not reappear elsewhere, it is depleted, used up, gone for good.
Only the Norwegian and Japanese "civilizations" can build whaling ships in the Modern Times.....

New Civilization advance; American English literature
Only available to the americans; Causes unhapiness in English cities:(

New civ advance; George W Bush
effects; causes  in all non american cities

Wonder of the world; International polution controls (AKA Kyoto acord)
effects; eliminates all polution, protects against global warming
becomes obsolete with the invention of George W Bush

(Hey Kryten, do you know where I can get a list of space core directives, I want the one about zero gravity)

crazy french presidential nominee - cost 1 shield

all domestic cities declare anarchy and destroy all courthouses, temples, airports, harbors.

creates electrified fences around all cities. defense +1. prevents cities from expanding any further.

decreases culture and happiness by 8

all nukes are fired to random locations

allows - crazy french rioters unit, crazy german riot supporters unit, crazy french leader unit

Great Wonder: The Maginot Line

All units have a 500% bonus to defense... so long as they're not attacked.
