-Build the The Temple of Artemis, The Oracle, The Collosus of Rhodes, and The Parthenon by [I think] turn 127.
-Be the first to Research Literature, Drama, and Philosophy
-Be the first to circumnavigate the Globe

So I waited through the auto turns until turn 51. Six turns later, on turn 57, the Oracle is built in a far away land. Is this a joke?

No. Some of the UHVs require some luck. India builds the Oracle early occasionally.
