Grouping civs by artstyle to a landmass in a mapscript?

I'm trying to figure out how to get civs of like artstyles to start together on the same landmass using continental distribution method, similar to how teams are distributed together. If possible, i'd like to force polynesia to start on an island or archipelago chain instead of a main landmass.

Its for a scenario I'm working on. It seems impossible to test this in worldbuilder, and reloading civ each time to see if my changes work is an exercise in frustration.

Any suggestions from you mapscript gurus out there? I'm ready to throw my computer through the window!
