Growing bug???

Is this bug or what-my city stopped grow even there is more than enoguh food

clicked on. it's the furthest right on the bottom. i think the actual name is "avoid growth", it makes the city not grow no matter what until it's turned off. welcome to CFC, and don't forget to turn it off .
