Growing improvements

Someone should make a mod to do "growing" improvements. It would be similar to the way cottages grows into towns in Civ 4, except it would work for all the improvements (intensive farms, industrial mines, commercial plantations etc). Advanced improvements can require new technology in addition to turns being worked to advance levels (industrialization and worked for 25 turns for advanced workshops). This would make core cities more valuable than newer frontier towns. It would also make later game scenarios more interesting and realistic. Land in Europe can be much much much more develop and valuable than empty plots in Africa. You can have Germany be just as populous and productive as Russia with 1/4 the number of cities.
