What does the black mean, then? Since it's just the Vatican City and Saudi Arabia... Is their colour what it is because of their religious importance? No data?
Quatar is also black it looks to me
you can trace some of the reason why these three are different to religion, but that isn't very useful

It's not related to specifcally women's rights or anything like that
 
Some observations:
- north Korea has the same colour as south Korea
- Czech republic has a different colour than Slovakia
- Romania has a different colour from Bulgaria and Hungary
- Somalia is in
- west sahara has a different colour than Morocco
- of the western world, mainly Skandinavia and new Sealand have a different colour


So this is NOT the voting result of anything UN related, I guess.
3 categories indicates it's not something language related
Does it maybe have something to do with the government system, maybe inheritance of power? (that's one of a few things where I could see Vatican and Saudi Arabia together)

It's got to do with like state apparatus, but not actual governing
 
OK, black is zero, orange is one and blue is more than one and it has to do with the political system.
I thought it could be the number of political parties that have been in government since the end of WW2, but then the entirety of Europe should be blue.
Independent branches of government ? I think the Nordic countries have seperation of powers.
 
Chambers of parliament.
Or legislative chambers in general if you want to call it a diet or somesuch.

(I'd say legislative assembly, but close enough, lol)

Vatican state and Saudi Arabia, being two of the very very few self-professed non-democracies, do not have any legislative assembly
