So this is a idea about using the works of HP Lovecraft. Making a civilization with the different leaders being the characters he came up with such a Cthulhu, The King in Yellow, Charles Dexter Ward, etc. This idea comes from a Civ 5 mod that had Cthulhu as a playable civilization and I wanted to bring this into Civ 6.
The main civilization would be called something like "Lovecraft Civilizations" or have a difference between the Outer Gods, and the mortal characters from his stories.
For the initial leader of the civ should be Cthulhu itself. Its ability would be "High Priest of R'lyeh" which would give bonuses for coastal cities and districts. What these bonuses are can talked about and debated here.
As for the core of the civ not dependent on the leader, would be something like the civ 5 mod like gaining science from faith production. Not only that building such as Miskatonic University, and Blood Shrines could be used in the game for science and religion respectively.
