Hacking the "apr" files...?

Does anyone know of a way to hack the two mysterious "function.apr" and "graphics.apr" in the Pedia folder? I suspect they hold graphic information for the Civilopedia.

None of my graphic accessories seem to recognize the file formats. (PSP, Photoshop)

Are they in a known file format, as I suspect they are? They are obviously not gif or bmp-files.

Thanks for the tip! Alas, I tried it, and it didn't seem to work out. Dragon Unpacker didn't recognize any gifs or bmps or other recognized formats.

Can it be done?

Any other suggestions?
