Hammurabi got some selfrespect issues?

First look at the scores, something is wrong. I got most point but is not on 1. Then Hammurabi wants to become my Vassal eventhough he is by far one of the most powerfull civs in the game. Whats up?

The game save is here as well, I am using Dale's combat mod. Anyone got an idea whats up here?

are they at war with someone? theyre probably getting beat badly and if you accept, you then instantly go to war with whoever is beating them.
 
The funny thing is that he havent lost a singel city, and probably havent been close to it either. He got alot of infantery in his cities, while the countries who has invaded me (not him but me) has only used weaker units down to musketmen. I have been at war with almost everyone on the other continent for a while, and only lost one city which I recaptured very fast, I strongly doubt that he has gotten kicked around harder than me. So I really dont get this.

And btw, anyone seen the numbers bug before?
 
He might be pretty high up in score, but you probably have a huge military. I'm pretty sure the main thing they look at when offering to be vassals is power.
 
The scores thing is not a bug, it's a Permanent Alliance. Those 2 civs have a permanent alliance so their scores are added together. Even though their individual scores are less than yours, together they are winning.
 
Oh I see :P Never played with permament alliances before, thought I would test it now.

Balbanes; I do have a more powerfull military, but still I dont see how he would benefit from going under my protection as he is strong enough for himself. Now he will have to declare war everytime some 6-7 civs decides to declare war on me, which might hurt him a bit.
 
Permanent alliances are fun--especially when your enemies become PAs. One recent game (Medium and Small) I was playing? I had Tokugawa and Boudica PA up and form a superpower on the far side of the world. I had control of 3 religions and decided to invade Tokugawa, so I kept research up by 90% and built a large invasion fleet. In short, I had to wait for Plastics to get the ONLY source of oil, which was offshore from a research factory. Basically I had to build a super invasion fleet complete with Infantry, Fighters, Bombers, Calvary, and Cannons. Early in the game, I eradicated Mansa Musa from MY continent and MY large offshore island. Built transports, destroyers, and all that fun stuff and setup the transport. Stopped the fleet in Mansa Musa's two cities nearest to Tokugawa's island cities, captured about 3-4 of them, and then went for a mainland invasion. Two or three coastal cities down (and equipped with fighter & bombers to soften up other city defense), I call a ceasefire. Setup troops for next invasion and declare war. Invade about 3 more cities on the wide part of his long continent and send a small invasion fleet off to some out-of-the-way islands, so I wouldn't have to play much cleanup of his insignificant islands. In short, I destroyed his civilization and had Boudica (the strongest, behind me) furious at me, ready to declare war at a moment's notice. In short, I went for an easy space victory... I just really wanted to destroy Tokugawa... such a pain to demand tribute from!
