Handicaps at Noble level

Sorry if there is a handicap thread (I thought I saw one before), but I cant find it anymore.

There is plenty of info of how the handicaps scale at Diety level, but do the new handicaps hurt or help the AI at Noble level.
I specifically am wondering if the new handicaps will make the game easier or harder for the AI than the old handicaps. No mention has been made of EXCACTLY what the percentages are at this low level (that I play at).

These are the changes made to Noble level in the BetterAI Civ4Handicapinfo.xml file:

iAnimalAttackProb changed from 85 to 75
iAIAnimalBonus changed from -70 to -40
iAIBarbarianBonus changed from -40 to -25
iAIUnitSupplyPercent changed from 35 to 50
iAIUnitUpgradePercent changed from 30 to 50
iAIInflationPercent changed from 70 to 80
iAIWarWearinessPercent changed from 70 to 80

All but the first one reduce the bonuses given to the AI; making things harder for the AI.
