Handing over tiles to other cities

As far as I know, you can hand over tiles from one city to another, by selcting that tile in hthe city screen of the city that currently owns it.
However, when a city expands beyond its 3-tile area, (for example via the Shoshone UA), these tiles don't show up in the city screen at all.
I am at a loss on how to acess those tiles. Any ideas?

If you have two cities A and B (where A is a city that owns a tile outside of its 3-tile radius and B is a city with that same tile inside of its 3-tile radius), then you can have B work the tile by selecting the tile in the city screen of B. If the tile is not in the range of a city's 3-tile radius, you won't be able to work it (the exception being the capital if you finished the Tradition policy tree, since the capital can work in a 4-tile radius).

I'm not sure if this was fixed, but there was a funny interaction between a Tradition capital working the city tile of another city which would remove many of the yields from that tile even if returned, just as a warning. Hopefully this helps :)

You CANNOT hand over tiles from one city to another. The other city can only work the tile, and nothing more.

If it was possible, you could exploit it...
A) Just before city fall, give close cities all the tiles
B) You can forward settle ai, so that it grab your 1 pop city, but before that, you just gave all the tiles to your close city, effectively making citadel out of settler..
